Position Summary:The Director of the Substitute Application and Renewal Services will support the delivery of HR School Support Services by managing all line operations in the Sub Teacher Processing, Sub Para Processing and Renewal Unit. This includes the following activities: applicant services for Certified Substitute Teachers, Uncertified Substitute Teachers, and Substitute Paraprofessionals; credential reviews, license validations and renewals; data entry and reporting; reception and administrative support; and event planning and other support activities. Performs related work. Reports to:Executive Director for HR School Support Services Direct Reports: Manages and directs all staff assigned to the Sub Teacher Processing, Sub Para Processing and Renewal Units. Key Relationships:Act as Liaison with New York State Education Department. Work closely with the application vendor (Teacher Support Network/TSN) and the NYCAPS team on all technical programming issues. RESPONSIBILITIES Supervision and Direction of the Resume Review and Certification Validation for Certified Teachers * Review all applications for certified substitute teachers. * Create a pool of certified candidates for substitute teaching positions. * Process Certified Teachers within a 48 hour time frame of application submission. * Maintain database of validated credentials/pending status. * Create and institute all standard communication letters to certified teacher applicants. * Assist in validating credentials and issuance of Per Diem credentials. Supervision and Direction of Per Diem Credentialing for Uncertified Teachers * Review all applications for uncertified substitute teachers. * Ensure that all oral and written assessments for uncertified candidates are conducted in a timely fashion. * Ensure that all training and workshop requirements are completed prior to credentialing. * Ensure that all uncertified teachers are given an appropriate transcript evaluation and instructions on obtaining certification. * Ensure that all applicants abide by regulations of per diem employment including deadline compliance. Supervision and Direction of Per Diem Credentialing for Substitute Paraprofessionals * Review all applications for substitute paraprofessionals. * Ensure that all oral and written assessments for uncertified candidates are conducted in a timely fashion. * Ensure that all training and workshop requirements are completed prior to credentialing. Supervision of Annual Renewal Process * Ensure that renewal notices are sent out in a timely fashion to all substitutes. * Ensure that all transcripts and documents are evaluated in a timely fashion. * Ensure that renewal certificates are sent out prior to the beginning of each school year, or as soon as possible after a candidate submits his/her information. Supervision of Technical Support Personnel and Vendor Relations * Work closely with NYCAPS, DIIT and TSN to ensure that all data exchanges and uploads are done timely and accurately. * Continue to build and enhance the technological aspects of the substitute teacher/para application process. * Ensure that all systems (website, exchange, etc.) are continuously updated with the most recent and accurate information. Coordinate and Supervise the Clerical Support Pool * Staff telephone reception/information lines in a professional, accurate and friendly manner. * Enter any and all data for events and candidates. * Register all applicants for workshops and all assessment/process events. * Maintain communication with candidates in a programmed procedure. * Respond to direct and referred questions and inquiries regarding per diem teacher credentialing. Coordinate Data/Reporting * Monitor and maintain all data regarding nominations, candidates processed and denied, renewals and transcripts. * Maintain database of recruited substitute teacher and substitute paraprofessional candidates. * Create any and all reports requested. Participate as a Member of the Senior Staff of HR School Support * Meet with the Executive Director weekly to discuss ongoing issues and initiatives. * Participate on the Senior Staff by attending meetings, chairing projects or committees related to the department, and identifying issues of importance. * Work with the other senior leaders on department wide initiatives. Qualification Requirements: Minimum * A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s), 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or * A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience described in “1” above. Preferred * In-depth experience working in human resources management/recruiting. * Detailed working knowledge of State Education law, rules and regulations around paraprofessional certification and teacher licensing. * Ability to supervise a diverse recruitment and support organization that includes applicant services, certification validation, data entry and reporting, credential review and other support activities. * Effective written and oral communication skills in a recruitment environment for a large-scale organization. Salary:$95,000 + (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
